NDRC Releases New List of National Key Cold-Chain Logistics Bases

First, improve the cold-chain logistics network to achieve full coverage. After the 19 cold-chain bases are included in the construction list, the number of national key cold-chain logistics bases will reach 105, realizing full coverage of 31 provinces (autonomous regions and municipalities directly under the Central Government) across the country. This will further optimize the spatial layout, strongly support the construction of the "Four Horizontal and Four Vertical" national cold-chain logistics backbone channel network, and promote the large-scale, intensive, organized and networked development of cold-chain logistics. For example, the Qujing National Key Cold-Chain Logistics Base focuses on building an important national "Southern Vegetables Transported Northward" organization center, a southwest cold-chain logistics distribution center and a regional agricultural product strategic guarantee center covering the Central Yunnan Urban Agglomeration and the Eastern Yunnan region, connecting the whole country and radiating South and Southeast Asia; the Dehong (Ruili) National Key Cold-Chain Logistics Base builds an international cold-chain logistics distribution center, collaboratively makes up for the shortcomings of cold-chain logistics development in border areas, and ensures the regional and China's import and export cold-chain logistics needs towards major directions. In 2024, the two places completed 2.618 million tons of agricultural product distribution and primary processing, and over 380,000 tons of cold-chain import and export of fresh goods respectively.


Second, meet the needs of residents' consumption upgrading and support urban and rural consumption. Relevant bases play the role of organizational core in the cold-chain logistics network, promote the two-way integration of urban and rural cold-chain networks, smooth the upward channel for characteristic agricultural products, serve the entry of high-quality fresh consumer goods into cities, and effectively support urban and rural consumption. For example, the Guangzhou National Key Cold-Chain Logistics Base promotes interconnection and networking with other national key cold-chain logistics bases, connects and integrates cold-chain logistics facilities such as agricultural product production and circulation in the Guangzhou Metropolitan Area and surrounding areas, strengthens the coordination of trunk and branch cold-chain transportation organization and information interconnection, and jointly builds an integrated cold-chain logistics operation system. In 2024, it built 2.06 million cubic meters of cold storage and fresh-keeping warehouse capacity, realizing a turnover of over 3.3 million tons of meat, aquatic products, fruits and vegetables, prepared dishes, medical products, etc., effectively meeting the consumption needs of the city and surrounding areas.


Third, lead the digital and green innovation of cold-chain logistics to support transformation and development. Relevant bases actively promote the digital upgrading of existing cold-chain logistics facilities, increase the application of equipment such as automatic stereo shelves, intelligent sorting, logistics robots and temperature monitoring, encourage the use of green, safe, energy-saving and environment-friendly refrigerated vehicles and supporting equipment and facilities, demonstrate and drive the improvement of the digital and green development level of cold-chain logistics, and create new quality productive forces in the field of cold-chain logistics. For example, based on the construction of the "Smart Trading Market", the Hangzhou National Key Cold-Chain Logistics Base jointly builds and shares digital platforms of the base such as intelligent warehousing and digital platforms, improving the intelligence level of the base's facilities. At the same time, it promotes the construction of 29,000 square meters of rooftop photovoltaic power generation, forming a "photovoltaic-storage-charging" charging station integrating photovoltaic power generation, energy storage and charging, and promotes the priority selection of new energy vehicles for new trucks in the base, realizing the green and low-carbon development of the base.


Fourth, connect the domestic and international cold-chain logistics networks to support the construction of a new development pattern. Relevant bases make full use of their geographical location and industrial foundation advantages to build two major cold-chain logistics systems serving domestic production and marketing and international trade, and smooth the domestic and international dual circulation of cold-chain logistics. For example, the Yantian National Key Cold-Chain Logistics Base gives play to its transportation advantage adjacent to the port, guides enterprises to deeply participate in the production and trade organization of global cold-chain products, strengthens the network coordination of domestic and foreign cold-chain logistics, procurement and distribution, builds a logistics channel network connecting domestic and foreign countries, meets the domestic and international integrated cold-chain logistics needs of seafood, meat, dairy products, red wine, etc., improves the international development level of cold-chain logistics, and builds an international cold-chain logistics gateway hub.


Up to now, the NDRC has successively released 5 batches of lists of national key cold-chain logistics bases for construction, totaling 105 bases, completing the target task of laying out and building about 100 national key cold-chain logistics bases by 2025 as determined in the "14th Five-Year Plan for Cold-Chain Logistics Development". In the next step, on the basis of previous work, the NDRC will guide all regions to promote the construction of national key cold-chain logistics bases with high quality, continuously improve the large-scale, intensive, organized and networked operation level of the cold-chain logistics system through the "point-driven area" approach, effectively enhance the value chain of cold-chain products, and support the upgrading of urban and rural residents' consumption.
